Buikwe Muslim District Offices Near Completion

The construction of the administrative headquarters of Buikwe Muslim District are nearing completion, according to the Kadhi Sheikh Sadat Mustafa Badoola.
He disclosed this in a meeting with a team from the Uganda Muslim Supreme Council-UMSC headquarters led by the Finance and Planning Secretary, Mr. Sinan Abdu Nsenye at his offices in Batema in Buikwe, Thursday.
The project at Buleere village comprises the construction of a mosque, office block and the Kadhi’s residence. In his opening remarks Sheikh Badoola narrated their two years journey since Buikwe Muslim was carved out of Mukono, saying it has been filled with challenges.
Speaking at the same meeting, Mr, Nsenye briefed his hosts at about their ongoing tours to sensitize Muslim leaders on their newly introduced Revenue Enhancement Program.
He explained that the program aims to revamp the revenue streams for UMSC for the implementation of its planned activities at all levels of its administrative structures. “UMSC has a five year strategic development plan and needs funds to operationalize it. So we needs to maximize and expand all channels of our income,” he remarked.
He reminded the Muslim Leaders that all Council resources that generate income are managed at the district level across the Country. He however, noted the wide gaps between the resources and small revenue collected, which don’t match due to several factors including lack of managerial skills by the responsible officers in charge.
Mr. Nsenye explained at length how the leaders can trace, record and explore the best possible ways to enhance revenue from resources within their areas. He also highlighted how to maximize and increase revenue through ways such as effective communication with the general public, donors, providing feed back, receipting collected funds, conducting regular meetings for decision making and proper utilization of the funds with full accountability reports.
Mr. Nsenye advised Muslim leaders in Buikwe District never to leave resources such as land idle, saying that they need to use the land for crop production and animal rearing as one ways to protect it from land grabbers and generate revenue.
He winded up his speech by imploring them to make improvements in areas of weakness especially record keeping.
