Hajji Abbas Sekyanzi Muluubya
Secretary General, Uganda Muslim Supreme Council (UMSC)
Hajji Abbas Sekyanzi Muluubya is the Secretary General of the Uganda Muslim Supreme Council (UMSC), the supreme administrative and executive officer of the Council responsible for coordinating the implementation of policy decisions, overseeing institutional administration, promoting strategic partnerships, and advancing the Council's mission of serving the Muslim community in Uganda.
Before his appointment as Secretary General, he served as a Special Nominee of His Eminence the Mufti of Uganda to the UMSC General Assembly and the National Executive Committee, representing the Eastern Buganda Muslim Region.
Hajji Muluubya holds a Bachelor of Arts in Social Administration from Makerere University, Uganda, and a Master of Arts from the Heller School for Social Policy and Management at Brandeis University, Massachusetts, United States of America. He possesses over three decades of professional experience in institutional management, public administration, international development, programme management, organizational development, governance, finance and strategic planning.
His professional career spans leadership positions in both Uganda and the United States. Prior to joining UMSC, he served as Africa Regional Programme Development Manager at the Auschwitz Institute for the Prevention of Genocide and Mass Atrocities (AIPG), where he supported governance, peacebuilding, atrocity prevention and institutional strengthening initiatives across the African continent. In the United States, he held management positions with UPS Supply Chain Solutions, overseeing international trade services and customs brokerage operations, and previously served as a Training and Documentation Specialist with EchoStar Communications Corporation (DISH Network) in Denver Colorado.
Earlier in his career, Hajji Muluubya coordinated the implementation of the European Development Fund (EDF) Micro-Projects Programme for the reconstruction of Uganda’s Luwero Triangle. The programme supported the rehabilitation and construction of schools, health facilities, community infrastructure and income-generating initiatives, including several Muslim-founded educational institutions, contributing significantly to post-conflict recovery and socio-economic development.
He has also played an active role in strengthening Muslim institutions and engagement within the diaspora as a founding member of the Uganda American Muslim Association. His experience in institutional leadership, development programming and organizational transformation has enabled him to contribute effectively to the advancement of faith-based institutions and strategic partnerships.
As Secretary General and working with his Deputies, Hajji Muluubya is providing leadership in the modernization of UMSC’s governance and management systems, institutional reforms, digital transformation, resource mobilization, stakeholder engagement and strategic programme implementation. His work focuses on strengthening accountability, improving service delivery, enhancing the sustainability of Awqaf and other institutional assets, and positioning UMSC as a responsive, transparent and development-oriented institution serving the interests of the Muslim Ummah and the nation.
Under his administrative leadership, the Secretariat continues to promote sound governance, effective management practices, constructive engagement with Government and development partners, and implementation of the Council’s Strategic Plan in line with national development priorities and the principles of Islam.
