The former UMSC Secretary General, Dr. Ramathan Mugalu, paid a courtesy visit to His Eminence, Dr. Sheikh Shaban Ramadhan Mubaje, the Mufti of Uganda, at his official residence at the UMSC headquarters in Old Kampala on Thursday, October 2, 2025.

The Mufti and Dr. Mugalu held a closed-door meeting that lasted over three hours. The session was attended by senior Council officials, including former Secretary Generals Hon. Dr. Haji Edris Serugo Kasenene and Eng. Sheikh Siraje Zaid Kavuma, as well as the current Secretary General, Haji Abbas Muluubya Ssekyanzi, and Hon. Abdu-Razaq Arinda, Deputy Secretary in charge of Planning and Development.
It should be remembered that Dr. Mugalu faced administrative challenges toward the end of his tenure, which were widely reported in the media and was used as a weapon against the council by a clique of hypocrites.
When contacted for a comment after the meeting, Dr. Mugalu said briefly that his visit was intended to “harmonize and manage reconciliation in order to foster continuity of the Council’s activities.”
Haji Muluubya also welcomed the development, noting: “It is good to have Dr. Mugalu back for the sake of Muslim brotherhood and continuity. It should be remembered that he joined the Council when he was a fresh young graduate, and after completing his Master’s and PhD, he rose through the ranks. Being a resourceful person, he can be absorbed in other areas within the Council.”
