Mufti urges Muslims to embrace the Regional Structures

His Eminence the Mufti of Uganda Sheikh Shaban Ramadhan Mubaje has urged all Muslims to support the 9 Muslim Regional structures that will be launched soon.

He said this on Friday 9th February while addressing Muslim leaders from all over Uganda who had converged at the UMSC Headquarters Old Kampala.

These included District Kadhis, members of the UMSC General Assembly, members of Executive, Majlis Al Ulama and UMSC Management officers among others.

The Mufti said the regional administrations are necessary to ease supervision, to give Muslims a bigger say in Muslim leadership, to ease mobilisation and above all to take services nearer to Muslims.

He said Muslim districts have increased from 26 in 2000 to the current 62 with 15 more pending approval.

“Once these are approved, supervision will be a challenge, hence the introduction of Regional Kadhis” the Mufti said noting that once operational, the Regional Administrations will go a long way in improving service delivery and promoting Muslim development.

The Muslim Regional Administrations will be launched as soon as the respective districts secure office spaces which are enough to accommodate the 13 UMSC departments.

Qualification of the office bearers will also be key in the operationalization of the Muslim Regional offices.

“Appointment will be based on set out qualifications which will soon be advertised in the newspapers” the Mufti said.

On the issue of financing, the Mufti said, UMSC Headquarters will initially pay a monthly salary for the Regional Kadhi, Regional Secretary and the Regional Secretary for Finance.

The Mufti said, for the Muslim Regional Structures to operate smoothly, the UMSC constitution should be amended to accommodate them and also address other loopholes that have been identified in the last 17 years of his leadership.

The Mufti told the congregation that since the UMSC constitution was last amended in 1986, it was only put to use in the last 17 years.

He said UMSC has used this time to identify the loopholes in the constitution which necessitate constitutional amendment.

The UMSC Chairman Dr. Abdulkadir Balonde, the Deputy Mufti of Uganda – H.E Shk. Abdallah Semambo, the Secretary General Hon. Ramadhan Mugalu, Amiir Daula Shk. Sulaiman Kakeeto and Mr. Lokman Arslan from the Embassy of Turkey/Diyanet were present.

Earlier on, the Secretary General Hon. Ramadhan Mugalu briefed the media about the Muslim Regional Administration during a press conference held in his office at the UMSC Headquarters Old Kampala.

The Muslim Regions are as follows:

  • Kampala Muslim Region
  • West Buganda Muslim Region
  • East Buganda Muslim Region
  • Busoga Muslim Region
  • Eastern Muslim Region
  • Northern Muslim Region
  • West Nile Muslim Region
  •  Ankole – Kigezi Muslim Region
  • Tooro – Bunyoro Muslim Region
